Department for Business Enterprise & Regulatory Reform BERR and The Health and Safety Executive (HSE)

These two Government bodies are responsible for, respectively, Consumer Fireworks (ie those fireworks available to the General Public) and for any fireworks used professionally (whatever category), manufactured in the UK or imported into the UK. BERR also publish annually safety information for firework consumers, especially schools.
